As the prison population across the UK continues to increase, we look at whether prisons are the best place to be sending offenders to. Do we imprison too many people? Do custodial sentences strike the right balance between punishment and rehabilitation? If not, what are the other options? There have been serious calls for the reform of the penal system for some time now. How radical a reform is needed?
